Bid Opportunity Description:

Roanoke Cement Company LLC (“RCC”) announces an upcoming bid opportunity for Clay Calcination Original Equipment Manufacturer (“OEM”) Complete Supply Solution for the RCC Calcined Clay Project.  OEM responses related to this announcement are due in full by the date of the Bid Period Opening.  Any OEM responses related to this announcement that arrive to the RFP Bid Managers after the date of the Bid Period Opening shall not be considered.

In order to receive the Request for Proposal (“RFP”) in accordance with this bid opportunity, an OEM shall satisfy the following criteria:

  1. OEM has a proprietary design for a stationary flash calciner or equivalent new technological solution at a commensurate Technical Readiness Level (“TRL”) of 7 or higher in accordance with the latest version of the U.S. Department of Energy’s document number DOE G 413.3-4A (Technology Readiness Assessment Guide);
  2. OEM has (i) access to and operates its own laboratory facility in compliance with item 1. above, (ii) the capability to produce a minimum of 500 kgs of calcined clay product at their laboratory facility and for the product to be shipped to RCC for testing by RCC, (iii) the capability to assess the gaseous emissions generated during the 500 kg calcined clay production run and (iv) the capability to host members of the RCC team to witness any OEM Lab Testing;
  3. OEM capable of providing a full scope engineering supply, inclusive but not limited to the following disciplines (with applicable Professional Engineering requirements and other credentials required for the RCC site): process, mechanical, plant layout, structural, electrical & piping;
  4. OEM capable of providing a full supply scope of the equipment required for their proprietary solution from raw clay receiving all the way through the entire processing line until introduction of the calcined clay within the existing cement mills at the RCC Site (inclusive of all required mechanical & electrical equipment in between the boundary limits);
  5. OEM capable of providing a full supply scope related to the structural steel required within their overall equipment supply scope;
  6. OEM capable of providing project execution services in compliance with the requirements of the RFP;
  7. OEM capable of providing site services in compliance with the requirements of the RFP;
  8. OEM able to demonstrate a capability to execute large projects of a similar nature;
  9. OEM able to provide performance guarantees & warranties required by the RFP;
  10. OEM able to provide the financial security instruments required by the RFP; and
  11. OEM able to demonstrate that it has the personnel & other team members to support the requirements of the RFP.

This OEM Complete Supply Solution shall be utilized to support the requirements of a new Calcined Clay production line at the RCC facility in Troutville, Virginia.  This project is to be executed with Federal funding assistance as an Industrial Demonstrations program with the U.S. Department of Energy (“DOE”), Office of Clean Energy Demonstrations; DE-FOA-0002936.  A goal of this DOE program is to achieve operation of a new technology in plant design that can be replicated across the US cement industry.  Additional services and/or offerings may also be included by the OEM in their scope of the RFP response to RCC.  Bidders will be required to propose their services and supply under a phased release concept (e.g. – engineering, long-lead equipment, balance of equipment, structural steel, delivery, services, etc.) as further detailed within the RFP.

Based on the quality and quantity of the proposals received, RCC may award Contracts to one or more bidders.  This bid opportunity is to participate in a formal Request for Proposal.  RCC may review submitted proposals on receipt.  This procurement is conducted in compliance with CFR Title 2, Subtitle A, Chapter II, Part 200, Subpart D Procurement Standards.  Bids submitted after the bid period closing will not be accepted without preceding express authorization of bid period extension by RCC, where such authorization (if granted) shall also be granted to all OEM’s participating within the bid.

Roanoke Cement Company LLC (“RCC”) announces upcoming Request for Proposal (“RFP”) bid opportunity for Community Benefits consultant services for the RCC Calcined Clay Project. Complete bid scope of work will be shared with the RFP.

The RFP will solicit bidders to submit proposals for consulting services to support RCC in development of the Community Benefits Plan (“CBP”) for the RCC Calcined Clay Project. This work will include development of a Training and Education Consortium (“TEC”) and identifying TEC partners to promote workforce development and integrate training and education advancing RCC’s innovative low carbon cement production as a model to encourage broad scale adoption across the industry and region. This work will include developing community engagement methods such as updating social characterizations, stakeholder analysis, support establishing Community Advisory Panel (“CAP”) and other elements to be further described in the bid Scope of Work (“SOW”). This work will include facilitation of labor agreements with two labor or workforce development organizations to hire/train from Disadvantaged Communities (“DAC”) and Diversity, Equity, Inclusion and Accessibility (“DEIA”) groups, and engaging those organizations on barriers to training & education jobs for members of DACs.

This work will include support in reporting DEIA training and hiring milestones, and reporting any changes to project decisions on technical skills in permitting, construction, and ramp up in response to community data. This Work will include updating J40 data and priorities, and completing report from CAP subgroup members from DACs on community perception of project responses. The above description is intended to be a summary of the bid scope of work. Full SOW will be shared with the RFP for this bid opportunity.
